ASEAN Outlook on Indo-Pacific sebagai Respon akan Kehadiran The Quadrilateral Security Dialogue di Kawasan Indo-Pasifik

Abstract

Penelitian ini bertujuan untuk mengidentifikasi respond dan reaksi Indonesia terhadap kehadiran Quadrilateral Security Dialogue (QSD) di kawasan Indo-Pasifik. Fenomena pembentukan dan transformasi kerjasama QSD dalam dinamika kawasan Indo-Pasifik menimbulkan berbagai reaksi dan asumsi dari berbagai negara-negara di kawasan Indo-Pasifik khususnya di Kawasan Asia Tenggara. Menanggapi situasi tersebut, Indonesia melalui ASEAN pada KTT ASEAN di Bangkok pada tahun 2019, memperkenalkan visi ASEAN Outlook on Indo-Pacific sebagai sebuah visi dan pedoman bersama bagi negara-negara di kawasan Indo-Pasifik. Penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan konsep kepentingan nasional dan kebijakan luar negeri untuk menelusuri motif respon Indonesia terhadap QSD. Hasil penelitian menunjukkan bahwa kehadiran ASEAN Outlook on Indo-Pacific akan digunakan sebagai sebuah upaya untuk turut menjaga stabilitas kawasan Indo- Pasifik yang merupakan prasyarat tercapainya pertumbuhan dan kesejahteran, demikian pula bagi negara-negara anggota ASEAN lainnya. Tetapi dalam realisasinya, ASEAN Outlook on Indo-Pacific masih memiliki banyak tantangan yang harus dihadapi dalam ranah internasional seperti salah satunya adalah akomodasi kepentingan masing-masing negara di kawasan Indo- Pasifik.

This study is supposed to identify Indonesia's responses and reactions to the presence of the Quadrilateral Security Dialogue (QSD) in the Indo-Pacific region. The phenomenon of establishing and transforming QSD cooperation in the dynamics of the Indo-Pacific region has caused various reactions and assumptions from various countries in the Indo-Pacific region, especially in the Southeast Asia Region. In response to the situation, Indonesia through ASEAN at the ASEAN Summit in Bangkok in 2019, introduced the vision of the ASEAN Outlook on Indo-Pacific as a common vision and guideline for countries in the Indo-Pacific region. This research uses descriptive qualitative methods using the concepts of national interest and foreign policy. The results showed that the presence of the ASEAN Outlook on Indo-Pacific will be used as an effort to help maintain the stability of the Indo-Pacific region which is a prerequisite for achieving growth and prosperity, as well as for other ASEAN member states. But in its realization, the ASEAN Outlook on Indo-Pacific still has many challenges that must be faced in the international realm, one of which is the accommodation of the interests of each country in the Indo-Pacific region.
