<p>JHII merupakan jurnal ilmiah yang diterbitkan dua kali per tahun, bulan Maret dan November oleh jurusan Hubungan Internasional Fakultas Ilmu Sosial dan Ilmu Politik Universitas Lampung. Makalah yang dapat dimuat dalam jurnal ini meliputi bidang keilmuan Teori Kemanan Internasional, Ekonomi Politik Internasional dan Masyarakat Transnasional. Makalah dapat berupa ringkasan laporan hasil penelitian atau kajian pustaka ilmiah. Makalah yang akan dimuat hendaknya memenuhi format yang telah ditentukan, contoh terlampir pada halaman depan jurnal ini atau dapat menanyakan ke alamat sekretariat jurnal JHII. Bahasa yang digunakan pada jurnal ini adalah bahasa Indonesia atau bahasa Inggris. <p>Kerja sama Keamanan Maritim Indonesia dan Tiongkok mengalami perkembangan pesat dalam bentuk <em>Sister Port</em> antara Pelabuhan Pelindo II (Tanjung Priok) dan Pelabuhan Guangzhou. Dalam memperkuat kebijakan sister port, PT. Pelabuhan Indonesia II (Persero)/IPC memperpanjang kerja sama Program Sister Port dengan otoritas pelabuhan di Tiongkok, Guangzhou di Provinsi Guangdong. Obyek dalam penelitian ini adalah kerjasama dari <em>Sister Port</em> yang meliputi sharing ilmu, kerja sama bisnis, program magang, benchmarking, pertukaran informasi, dan potensi kerja sama lainnya dalam rangka memperluas jaringan di sektor maritim dan logistik. Penelitian ini menggunakan metode kualitatif dengan dukungan <em>library research</em>. Fokus penelitian ini membahas (1) Kerjasama <em>Sister Port</em> Pelindo II dan Pelabuhan Guangzhou; (2) Implikasi Kerjasama <em>Sister Port </em>dalam Digitalisasi Pelabuhan; (3) Proyeksi Kerjasama Keamanan Maritim Indonesia-Tiongkok dalam <em>Sister Port</em> Pelindo II dan Pelabuhan Guangzhou. Penelitian ini berkesimpulan bahwa Pelabuhan Tanjung Priok telah menstransformasi teknologi yang digunakan di sektor pelabuhan. Transformasi teknologi tersebut menurunkan biaya logistik dan mendorong perdagangan dunia yang melewati jalur maritim. Proyeksi keamanan maritim Indonesia-Tiongkok diarahkan untuk memperkuat kebijakan <em>Belt and Road Initiative</em> dan visi Indonesia sebagai Poros Maritim Dunia.</p>Adi Rio AriantoGesti Anggraini

<p><em>This article examines the role of the state in shaping identity politics that lead to violence, through comparative case studies of the Rohingya conflict in Myanmar and the Israel-Palestine conflict. Using the theoretical framework of securitization and identity politics, this qualitative comparative research analyzes how governments in both cases construct certain identity groups as security threats. The findings indicate that in both Myanmar and the Israel-Palestine conflict, state actors actively engaged in “securitization”, portraying ethnic or religious minority identities as existential threats, to justify repressive policies and violence. In Myanmar, the regime mainstreamed a narrative of threat to Buddhist national identity to legitimize the repression and ethnic cleansing of the Rohingya. Meanwhile, in the Israel-Palestine conflict, the State of Israel emphasizes the state’s Jewish identity and securitizes the Palestinian population as a threat, resulting in military occupation and human rights violations. The study concludes that identity politics securitized by the state can fuel violent conflict and neglect the human security of oppressed groups. These findings contribute to the understanding of identity conflicts, state violence, and human security in international relations by elucidating linkages between state-driven identity construction, securitization, and violence against minorities.</em></p> <p><em><strong>Keywords</strong>: Identity Politics, Securitization, State Violence, Rohingya, Israel-Palestine, Human Security</em></p>Muhammad Zulfikar

<p><em>This research aims to explain the strategies employed by the AIPAC interest group in its efforts to influence U.S. foreign policy regarding the ratification of the Abraham Accords. The main issue in this study is how AIPAC has been able to leverage its strategic position to promote the formulation of U.S. foreign policy. This research uses the interest group theory according to Gabriel Almond, to analyze how an interest group functions as part of the political structure to convey the aspirations of society to policymakers. The research method in this writing is a descriptive qualitative method using primary and secondary sources in the form of literature study. The results of this research consist of three main strategies: (1) lobbying policymakers such as Congress and the American executive; (2) shaping public opinion through the media; and (3) collaborating with other interest groups, namely the evangelical Christian group. This research observes that in the ratification of the Abraham Accords, the strategy was successful by relying on the power of lobbying, the influence of public opinion through the media, and the ability to integrate interest groups.</em></p>Y. <p><em>Abstract</em></p> <p><em>This study aims to analyze the transition of the United States government from the Biden administration to Trump 2.0, with a focus on the dynamics of US-China relations and the sustainability of the America First policy. Using the Foreign Policy Change theory, this study examines the paradigm shift in US foreign policy from the Democratic Party leadership in the Biden-Harris era to the Republican Party approach under Trump, particularly in the areas of economic, trade, and security policies. Drawing on Charles Hermann's foreign policy change model and Graham Allison's bureaucratic politics approach, this study examines how the administration transition influences the direction of strategic relations between the two world powers. The research findings show that Trump's return has the potential to strengthen the direction of unilateralism and strategic rivalry towards China, but at the same time opens up the possibility of forming a new order in international relations. This study provides theoretical contributions to the study of foreign policy change as well as practical implications for policymakers and diplomatic actors in responding to the direction of US foreign policy during the Trump 2.0 administration.</em></p> <p><strong><em>Keywords</em></strong><em>: US Foreign Policy, US–China Relations, America First, Trump 2.0, Strategic Rivalry</em></p>Larasati Larasati

<p><em>This research focuses on the efforts to resolve the dispute between Russia and Ukraine based on international law. The method used in this study is a qualitative-descriptive approach, where the discussion on dispute resolution methods between the two countries is presented using descriptions based on facts found in the field. The data sources analyzed in this study come from various articles and news about resolving the Russia-Ukraine dispute. The analytical framework refers to the international dispute resolution law introduced by Huala Adolf to identify academics' efforts to resolve the Russia-Ukraine conflict. The findings of this research show that numerous efforts have been made to resolve the dispute between Russia and Ukraine, but until now, no comprehensive solution has been achieved.</em></p>Syuryansyah SyuryansyahRidha Amalia

<p><strong><em>Abstract</em></strong></p> <p><em>In July 2012, the first Indonesian Diaspora congress was held in Los Angeles, United States. The congress, which was attended by various Diasporas from all over the world, produced the Indonesian Diaspora Declaration which raised enthusiasm to become a developed and prosperous country. Apart from that, from this congress, the Indonesian Diaspora Network Global (IDN Global) was formed. IDN Global was formed at the second congress in Jakarta, August 2013. IDN Global is spread across more than 50 countries, including one of them, the Philippine Chapter of IDN Global or better known as the Indonesia-Filipina Diaspora. By using a descriptive qualitative approach, it is explained that the Indonesia-Filipina Diaspora supports Indonesian and Philippine diplomacy in the fields of economics and trade. Economic diplomacy and trade are important aspects in bilateral relations between Indonesia and the Philippines, where one element that is increasingly being taken into account in strengthening relations between the two countries is the role of the Indonesian diaspora in the Philippines. Currently, the Indonesia-Filipina Diaspora as part of a broader diplomatic strategy is considered to be able to play a role as an actor in multi-track diplomacy. <p><em>Salah satu cara penting untuk membangun hubungan antarbangsa adalah </em><em>diplomasi budaya </em><em>melalui seni tradisional. Studi ini menyelidiki diplomasi wayang kulit Indonesia di Amerika Serikat</em> <em>dengan </em><em>fokus </em><em>pada pentingnya mempertahankan budaya dan meningkatkan citra Indonesia. </em><em>Seiring </em><em>pergeseran nilai budaya dan dominasi budaya populer, seni tradisional menghadapi tantangan besar. </em><em>Oleh karena itu </em><em>sangat penting untuk menggunakan wayang kulit sebagai alat diplomasi yang dapat meningkatkan hubungan bilateral Indonesia-Amerika Serikat </em><em>dan</em><em> meningkatkan apresiasi budaya Indonesia di </em><em>luar negeri </em><em>.Studi ini menggunakan metodologi kualitatif dengan analisis data sekunder</em><em> yang didapatkan dari jurnal dan internet</em><em>. Tujuan</em><em> penelitian ini adalah </em><em>mengetahui </em><em>bagaimana</em><em> wayang kulit berfungsi sebagai alat diplomasi budaya </em><em>terhadap </em><em>masyarakat Amerika</em><em> Serikat. </em><em>Penelitian menunjukkan bahwa wayang kulit dapat menarik perhatian publik Amerika</em><em> khususnya dalam kerjasamanya</em><em> dengan institusi seni dan pendidikan. Tantangan utama</em><em> yang dihadapi adalah</em><em> kurangnya pemahaman tentang budaya lokal dan kurangnya promosi</em><em> terhadap wayang kulit sebagai produk budaya Indonesia</em><em>.
